אלפי דונמים חקלאיים בדווים הושמדו בנגב

מטוסים ששלח מינהל מקרקעי ישראל ריססו את השטח, שלטענת המינהל שייכים למדינה; הבדווים: השטחים שלנו.
מינהל מקרקעי ישראל השמיד אתמול (רביעי) גידולי חיטה ושעורה של בדווים על 5,500 דונם בנגב, בטענה שהבדווים השתלטו על אדמות המינהל. מנגד טוענים הבדווים כי האדמות שרוססו שייכות להם.
מטוסים ששלח המנהל ריססו מהאוויר את השדות ב"ראונדפ" - חומר הקוטל גידולים אך לא פוגע בבבני אדם ובחיות. במבצע הושמדו גידולים באזור רהט, בין לקייה לעומר וממזרח ליישוב הבדואי חורה, מהם כ2,500- דונם בשטחי אש. הריסוס החל בשעה 08:00 ונמשך כשעה.
גבריאל ויסמן, מנהל מחוז הדרום במנהל מקרקעי ישראל אמר, "עשינו מה שמוגדר בחוק 'מעשה בעלים' כדי לשמור על החזקה שלנו בקרקעות". לדבריו, במשך כמה שנים החכיר המינהל את האדמות לחקלאים בדווים, אך באחרונה גירשו אותם מהאדמות בדווים אחרים, השתלטו על הקרקעות וזרעו בהן חיטה ושעורה.
שייח' ג'אבר אבו כף, המייצג בני שבט שכ1,500- דונם משדותיו הושמדו במבצע, אמר כי הקרקע מוחזקת בידי בעליה החוקיים - בני שבטו.
בתחילת מארס רוססו מהאוויר אלפי דונמים של קרקע חקלאית השייכת לבדווים באזור עבדת.

הבדואים בנגב זועמים בעקבות ריסוס להשמדת שדות חיטה ושעורה, אשר נזרעו על אדמות מדינה.
המבצע החל אתמול בבוקר, כאשר מטוסי הריסוס טסו בגובה נמוך מעל השדות, שנזרעו בתחילת החורף בידי בדואים באדמות, שהוחכרו לבדואים אחרים תמורת תשלום. הריסוס נמשך כשעתיים, במקביל התמקם באיזור כוח כוננות של המשטרה כדי להגיב במקרה של התפרעויות. אנשי שבט אל-טורי הגיעו לשדותיהם שמדרום לרהט ומחו על הריסוס, כמה צעירים ניסו לחסום את צומת להבים, אולם האירוע הסתיים במהרה וללא מעצרים.
גורמים במינהל מקרקעי ישראל ציינו אתמול, כי "על שטח של כ-12 אלף דונם אדמות מדינה נזרעו חיטה ושעורה בידי פולשים. נגד חלק מהפולשים הוצאו צווי מניעה לעליה על הקרקע, מהם התעלמו הפולשים, ובכך ביזו את בית-המשפט". במינהל הדגישו, כי "פעולת הריסוס נועדה להשמיד את היבולים, שנזרעו באופן לא חוקי בלבד, ואין בה כדי לפגוע בבני אדם, בעלי-חיים או בקרקע".
חבר הכנסת טאלב א-סאנע הגיב בזעם עם תחילת הריסוס: "זהו פשע נגד האוכלוסיה הבדואית ומהווה הכרזת מלחמה נגדם. המינהל לא פנה לבית-המשפט ולא קיבל פסק-דין נגד הבדואים, והוא העמיד את עצמו כש ופט וכמוציא לפועל".
במועצה האזורית לכפרים הבלתי-מוכרים בנגב פירסמו לפני המבצע הודעה בנסיון אחרון למנוע את הריסוס: "אין שום בסיס לטענת משרדי הממשלה, שאדמות אלה הן אדמות מדינה, אלא ההפך הוא הנכון. אדמות אלו הן בבעלות הערבים הבדואים מלפני קום המדינה ואנו קוראים לדחות את ההחלטה לרסס יבולים חקלאיים השייכים לבדואים".
יו"ר האופוזיציה, ח"כ יוסי שריד, אמר בתגובה למבצע, כי "אמנם השדות נזרעו שלא על-פי היתר, אבל השמדת יבולים היא מגונה ופסולה, ואסור לה לקרות". שריד הביע את צערו על-כך שהיועץ המשפטי לממשלה לא התערב מבעוד מועד ולא מנע את הצעד האכזרי.
ואילו השר לביטחון פנים עוזי לנדאו, שביקר אתמול בערד, התייחס לסוגיית המבנים הבלתי-חוקיים של הבדואים בנגב. "תופעת המבנים הלא-חוקיים בנגב קיימת בגלל רשלנות של שנים. אנחנו צריכים לתבוע מהם את כל החובות, אך גם להעניק להם את הזכויות שמגיעות להם. אני לא בעד 'הלבנה' של היישובים הלא-מוכרים כדרך לפתרון הבעיה", אמר השר. |
Israel Lands Authority 5,500 dunams farmed by Bedouin

The Israel Lands Authority destroyed on Wednesday 5,500 dunams of contested wheat and barley fields farmed by Bedouin in the Negev.
Both the Lands Authority and the Bedouin claimed ownership of the fields.
Lands Authority airplanes sprayed the fields with Roundup, a type of poison that kills plants but is not supposed to harm people or animals.
"We carried out what the law calls an 'ownership action' to hold onto our claims over the land," said Gabriel Weissman, Lands Authority administrator for the southern region.
Weissman said that the Lands Authority had leased the land to Bedouin farmers over the last few years, but recently other Bedouin had kicked the farmers off the land and planted wheat and barley there.
Sheikh Jabar Abu Kaf, who represents tribesmen who lay claim to about 1,500 dunam of the land whose harvest was destroyed, said that his fellow tribesmen are the rightful owners of the land.

...The occupation authorities burnt land by using toxic pesticides to kill plants and trees on Palestinian land. For example, on 20 January 1998, the Israeli authorities sprayed toxic pesticides on agricultural fields in the south of Soureef, which led to the burning of 40 trees. On 31 October 1998, settlers burnt more than 2,000 dunums of olive trees in Azoun, Kufr Laqef in the Qalqilya area, Kufr Addeek in the Salfit area, Huwara and Ainabous in the Nablus area and 50 trees in Matleh. On 29 March 1998, settlers destroyed thousand of dunums of cultivated land in Tubas by spraying chemical pesticides and setting fire on the rest of the land. Many Palestinian areas were subjected to digging and ploughing by Israeli authorities and settlers. Israeli machines dug up land in Beit Ameen, Aourta, Kufr Allabd Aseeral Shamalyah, Aghwar, Shofeh, Khan Younis, Beit Omr, Halhoul, Jaloud, Qariout, Duma , Talfit, Annab, Ajoul, Izbet Attabeeb, Samou', Yatta, Qarawa Bani Hassan, Salfit and Iskaka. Besides being a blatant violation of international laws and human rights criteria and principles, these actions inflicted severe damage on Palestinian lands and properties which represent the main source of income for hundreds of Palestinian families.
In 1998, LAW took on 83 cases of land confiscation, 23 of which were attacks by Israeli settlers on Palestinian lands, 8 cases against the construction of bypass roads, 16 complaints about deals regarding land owned by 100 Palestinians, 9 complaints about the expansion of settlement borders, 19 complaints about land-confiscation orders, 4 cases related to the environment and 4 cases against tree uprooting...
